ABOUT JAY


Jay W. Julian was elected to the Sulphur Springs City Council in a special election run-off  on December 15, 2020, to complete the unexpired term of the Place 1 officeholder.  He was administered the Oath of Office on December 17, 2020, by City Secretary, Gale Roberts.


On May 1, 2021, Jay W. Julian was elected to a full three year term on the Sulphur Springs City Council, Place 1.  Jay was administered the Oath of Office by City Secretary Gale Roberts during the regular city council meeting on June 1, 2021.

In May 2024, Jay W. Julian ran unopposed and was re-elected to a second term.


Prior to his election to the Sulphur Springs City Council, Jay W. Julian was appointed by the City Council to serve on the City of Sulphur Springs Charter Review Commission in September 2018.  He served with distinction along side the mayor, city attorney, city manager, and other leading citizens to review and update the city’s charter.  It was the first time the city’s charter had been reviewed since 1982.


In June 2019, Jay W. Julian was appointed to the Zoning Board of Adjustments and Appeals where he served right up until his election to the Sulphur Springs City Council in December 2020.  The Zoning Board of Adjustment and Appeals is a quasi-judicial board created by the City Council under authority granted by Article 211.008 of the Local Government Code.    The ZBA’s responsibilities are:


    1. To hear and decide appeals that allege an error in an order, requirement, decision, or determination made by an administrative official of the city in the enforcement of zoning regulations.

    2. To hear and decide special exceptions to the terms of a Zoning Ordinance when the Ordinance requires the Board to do so.

    3.  Authorize in specific cases a variance from the terms of the Zoning Ordinance when the variance is not contrary to the public interest and, due to special conditions, a literal enforcement would result in unnecessary hardship, and so that the spirit of the ordinance is observed and substantial justice is done.

    4.  To hear and decide other matters authorized by a zoning ordinance.
